negotiations? not so much, at least in the past few days. we know president obama and house speaker john boehner had a one-on-one meeting, right, on sunday, their first since mid-november. what were the details from that meeting and from the ongoing discussions? they're not really -- both sides are not really being forthcoming with what the substance of those conversations, both sides yesterday, the white house and the republican leadership put out statements. they're essentially the same. i'll read just one from boehner's press secretary. discussions with the white house are taking place but we have no detail to share about the substance of those conversations. the republican offer made last week remains the republican offer and we continue to wait for the president to identify the spending cuts he's willing to make as part of the balanced approach he promised the american people. so, of course, that coming from the republican side, the president obviously saying he's waiting for something, too, john. he's waiting for the republicans to identify the specific details of that $800 billion

.s. house, spending began to tick back up. and as we entered the obama years, mr. speaker, here is the largest deficit in american history recorded during the bush administration, this is the annual deficit recorded in the obama administration. not twice as large than the largest deficit in american history. not three times as large as the largest deficit in american history. but almost four times larger than the previous largest annual deficit in american history was the first year deficit recorded in the obama administration. we tip, that was the first time ever we run trillion dollar deficits, we continue to run trillion dollar deficits throughout that time. tax policy hasn't changed during that time. tax policy is exactly the same. you hear in the newspaper all the time, mr. speaker, the bush tax cuts. i don't know that that has meaning anymore. in 2001 and 2003 we did do some dramatic changes to tax policy. president obama extended all of those changes in 2010. that's the law of the land still today. tax policy has been exactly the same over this continuum. what has changed

or not speaker boehner can deliver votes. the thing that a lot of people worry about in private is him and obama will cut a deal in late december negotiations. but boehner has been making tough calls. when it comes down to it he's going to agree to something with the president and it is not going to be able to pass his own conference. do you have any sense of what you think he's able to do and not do at this point? >> we come back again to the entitlement question. it's going to be easier for the caucus to swallow some tax rate increase if they have something to show for it. and the irony here, on a whole variety of issue, the democrats should be in favor of certain kinds of entitlement reforms. it's not actually that big of a give. on social security, as an example, democrats have won for the time being on privatization being completely off the table. there's a strong argument for trying to lock that in now as oppose eed to waiting and having that potentially come back. in addition, one of the big concerns here is doing too much fiscal austerity too soon. the more you did in the form of social

time. we have to go because we have breaking news right now. spokesman for house speaker john boehner has announced that the house gop has sent a counteroffer on the fiscal cliff deal to president obama. let's go right to rich edson for more on this breaking story. rich? >> aides say this is an exchange of partial proposals to try to get the ball moving a little bit after some type of impasse over the last few days. this is basically an offer that the house republicans say they have just sent to the white house but there are still major difference ares here. this is from a boehner spokesperson saying the longer the white house slow-walks this process the closer our economy gets to the fiscal cliff. there is major business lobbyist out there telling us right now the discussions are focusing on process. how do to it. not necessarily substance. so there are no details on what these offers exactly state. they're not even really getting out on capitol hill right now. so we're still watching it to maintain. again you've got the exchange of partial offers at least coming out of the white hou
